Russia Proposes Strategic Cooperation with India in Ice-Class and Green Shipbuilding

Sedat Onat
Russia presented India with a comprehensive shipbuilding cooperation package including ice-class vessels, fishing and passenger ship designs, green shipbuilding, R&D, crew training, and the establishment of joint shipyard clusters in Mumbai and Chennai.

Russia is seeking to elevate civil maritime relations with India by proposing a comprehensive cooperation package focused on shipbuilding, maritime technology and green transformation. The proposal was presented during discussions held in New Delhi by Nikolay Patrushev, Advisor to the Russian State President and Chairman of the Russian Maritime Board, to India's National Security Advisor Ajit Doval, National Maritime Security Coordinator Rear Admiral Biswajit Dasgupta, and India's Minister of Ports, Shipping and Waterways Sarbananda Sonowal.

\n

The discussions covered topics of expanded civil maritime sector cooperation between the two countries. Key areas addressed include:

\n
    \n
  • Shipbuilding and new designs,

  • \n
  • Port and infrastructure development,

  • \n
  • Maritime logistics,

  • \n
  • Crew training,

  • \n
  • Ocean research and scientific cooperation
    \n.

Russia's ice-class and green ship proposals for India

\n

The most prominent topic in Patrushev's remarks was Russia's expertise in ice-class shipbuilding. Russia is recognized as a global leader, particularly in ice-class vessels and nuclear/large-scale icebreakers.

\n

Patrushev stated:

\n
"We can offer India our existing designs for ice-class vessels as well as fishing, passenger and auxiliary ships, or we can develop new designs tailored specifically for India. Green shipbuilding can also be an important part of our cooperation."
\n

These statements align with India's national objectives, particularly regarding green ports, low-emission ship technologies and alternative fuels.

\n

\n

Major R&D partnership proposal centered on Krylov Center

\n

Russia is proposing a major R&D cooperation through the renowned Krylov State Research Center in St. Petersburg. According to Patrushev, Krylov has played a pioneering role for decades in ship hydrodynamics, design, materials science and military-civil engineering.

\n

Patrushev noted that a national research center will be established based on this center in the near future:

\n
"This center will unite numerous scientific institutions under one roof. India's cooperation with this network will provide substantial advantages."
\n

\n

Shared ship design database: A cost-reducing model for India

\n

Russia is proposing the creation of a standardized ship design database for joint use by both countries. Through this database, India can:

\n
    \n
  • Produce new vessels with lower design and engineering costs,

  • \n
  • Accelerate fleet modernization,

  • \n
  • Benefit from economies of scale in shipbuilding.

  • \n
\n

This approach aligns with India's objectives of renewing its commercial fleet and increasing domestic production capacity.

\n

\n

Proposal for joint shipyard clusters in Mumbai and Chennai

\n

Patrushev emphasized that cooperation should not be limited to design and R&D alone, and stated that Russia is prepared to participate in shipbuilding and ship repair clusters in India.

\n

According to the proposal, Russia can specifically participate in:

\n
    \n
  • Mumbai,

  • \n
  • Chennai

  • \n
\n

through shipyard investments and technology transfer in these strategic economic zones.

\n

Such clusters directly align with India's maritime vision, Maritime India Vision 2030.

\n

\n

Key Points:

\n
    \n
  • Russia offered India partnership in ice-class vessels, fishing/passenger/auxiliary ship designs and green shipbuilding.

  • \n
  • A shared standardized ship design database proposal aims to reduce costs.

  • \n
  • Joint cooperation was proposed for an R&D network based on the Krylov Research Center.

  • \n
  • Russia announced readiness to establish shipbuilding and repair clusters in Mumbai and Chennai.

  • \n
  • Cooperation also covers port infrastructure, logistics, crew training and ocean research.
