Russia Plans No New Restrictions on China-EU Rail Freight Transit

Russia does not plan to introduce additional restrictions on rail freight shipments transiting between China and the European Union. Instead, it aims to remove existing bureaucratic obstacles that have hindered rail cargo transit along this corridor.


Previously, some freight forwarders reported problems with cargo deliveries from China to the EU, claiming that Russian Customs Service had detained shipments on suspicion of carrying military-related materials. However, Russian Customs Service has repeatedly denied these allegations, emphasizing that such cases are few and not systematic. It also could not confirm reports of certain informal restrictions imposed on transit shipments along the Silk Road in mid-October.


According to official statistics from Russia's Ministry of Transport and Russian Railways (RZD), rail freight transport from China to the EU via Russia could show a 30-40 percent increase in 2024 compared to 2023. Total shipments this year are expected to reach between 380,000 and 400,000 TEU.


Some analysts suggest that possible cargo detentions may result from informal instructions given by Russian Customs Service and other state regulators to their personnel to pay closer attention to goods being delivered through Russia to the EU in the context of Western sanctions. Moreover, due to significantly increased delivery costs, some Russian transport sector analysts believe that reports of systematic cargo detentions by Russian customs services could be a scheme by some carriers to charge higher fees for their services and claim compensation for potential waiting times.


According to Polish media, as a result of China's diplomatic efforts, Russia will lift all current restrictions on the delivery of authorized civilian cargo through its territory to the EU.
