Singapore's Ministry of Transport and China's Ministry of Transport took a significant step on October 19, 2025, to shape the future of the maritime sector. The two countries signed a Memorandum of Understanding (MoU) to establish the Singapore–China Green and Digital Shipping Corridor (GDSC) initiative. The agreement was signed by Singapore's Deputy Minister of Transport Jeffrey Siow on behalf of Singapore and China's Minister of Transport Liu Wei on behalf of China. The GDSC initiative is viewed as an elevation to the national scale of regional cooperation projects previously launched in Tianjin in 2023 and Shandong in 2024. In a statement by MPA Singapore (Maritime and Port Authority of Singapore), the GDSC was emphasized as an "exemplary model" for advancing sustainability, efficiency, and transparency in maritime transport. The statement noted: "This cooperation will bring together the productive capacity, supply chain ecosystems, and financial capabilities of both nations to establish new sustainability standards for the global maritime industry."
The agreement also incorporates important provisions in the areas of data sharing and digital connectivity. Data-driven decision support systems, artificial intelligence (AI)-enabled fleet management, and real-time logistics tracking platforms developed under the GDSC framework will enhance both operational transparency and strengthen supply chain resilience.
According to experts, the GDSC agreement represents not merely a bilateral cooperation between two countries, but also a paradigm shift that will accelerate green maritime transformation in the Asia-Pacific region. Singapore's digital port infrastructure and financial expertise, combined with China's manufacturing and shipbuilding capacity, are among the strongest components of this partnership.
