Russia's 'Shadow Fleet' Battles Early Ice on Northern Sea Route

The Arctic operational capacity of LNG tankers operating within Russia's post-sanctions "shadow fleet" is being tested by the unusually early freezing conditions of winter 2025. The most striking example is the Buran LNG tanker, which has been unable to make progress for days due to dense sea ice concentrated along the Northern Sea Route (NSR). This situation once again demonstrates how fragile Moscow's dependence on this route is for sustaining Arctic LNG exports.


Buran's voyage began on October 26 with an LNG discharge at the Koryak FSU facility in Kamchatka. The vessel reached the Northern Sea Route north of the Bering Strait on October 29. However, satellite data and maritime traffic monitoring platforms show that the tanker has repeatedly conducted north-south maneuvers along the ice edge in the Chukchi Sea, indicating a search for a passable corridor.


Buran is classified as Arc4. This classification allows independent operations without icebreaker support under light to moderate ice conditions. However, the current early winter conditions exceed the definition of "light ice," making it impossible for Buran to advance alone. This situation strains not only the vessel but also Russia's Arctic LNG 2 project's supply chain.


Buran's sister ship Vokshod is advancing from further west and is escorted by the nuclear icebreaker Sibir. However, the convoy is traveling at only approximately 5 knots, meaning it will take several more days to reach Buran's location. This delay undermines Russia's claims that it can provide reliable LNG flows across the NSR during winter months.


Despite these challenges, Novatek has delivered more than a dozen LNG cargoes to China's Beihai terminal over the past two months. However, experts believe that maintaining this performance as ice thickness increases through winter and spring is unrealistic. Kjell Eikland of Arctic energy data provider Eikland Energy notes that with the official winter season beginning two weeks later, transits will become even more difficult:

"The shipment levels we've seen over the past two months will not continue through winter."

To mitigate risks, Novatek has begun diverting tankers without ice classification away from the NSR and routing them through the Suez Canal. One such tanker, Arctic Metagaz, has risked passage through the Red Sea, a route long avoided due to Houthi attacks. Arctic Metagaz had been trapped in these same Arctic ice conditions for a week just months earlier.


Novatek's only strong option for sustainable winter operations on the Arctic route is the high ice-class Arc7 LNG carrier Christophe de Margerie. Additional Arc7 vessels from the company's Zvezda shipyard remain in uncertain status due to years of delays. The first vessel, Aleksey Kosygin, is still in sea trials.


This picture confirms that while Russia's shadow fleet can operate during the summer season, it faces serious limitations in winter Arctic energy logistics. At a time when LNG shipping has become riskier and more costly under political and economic pressures, the reliability of the NSR is increasingly being questioned.
