Following recent sweeping sanctions imposed by the United States (U.S.) on Russia's petroleum industry, shipping costs for Russian ESPO crude oil to China have increased substantially. Freight rates that previously stood at approximately 1.5 million dollars are now ranging between 5 million and 5.5 million dollars.


Last week, the U.S. broadened its sanctions on Russia's petroleum sector, targeting two Russian companies managing more than a quarter of the OPEC+ member's seaborne exports, along with their insurers and traders. According to the International Energy Agency, the blacklisted fleet accounts for approximately 22 percent of crude oil transported by sea in 2024.


Following the implementation of sanctions, vessels carrying ESPO and another Russian oil grade, Sokol, began waiting off China's coasts. ESPO crude had been popular among Chinese refineries due to its short shipping distance. However, ports in Shandong province have become cautious about accepting sanctioned vessels following a warning from a major terminal operator. Shandong is home to most of China's independent refineries.


The U.S.'s expanded sanctions are making Russia's petroleum exports increasingly difficult. Notably, freight rates for Aframax-class tankers used for shipments from Kozmino port to China have surged from 1.5 million dollars before sanctions to between 5 million and 5.5 million dollars currently. This increase represents more than a tripling of shipping costs.


The impact of sanctions extends beyond freight charges alone. Ports in Shandong province are exercising caution in accepting sanctioned vessels. This situation has resulted in vessels carrying ESPO and Sokol crude waiting off China's coasts. ESPO crude had been popular among Chinese refineries owing to its short shipping distance.
