In January 2025, the U.S. Senate Commerce Committee held a hearing to discuss China's influence over the Panama Canal and U.S. demands to reclaim control of the waterway. Committee Chair Ted Cruz noted that Chinese companies control container terminals at both ends of the canal and are constructing a bridge over the waterway, raising concerns that China could potentially block access to the canal.


Louis Sola, chairman of the Federal Maritime Commission, emphasized that corruption problems in Panama have enabled China's expansion. Sola stated that Chinese firms are pursuing multibillion-dollar development contracts in Panama, some involving physical infrastructure projects at or near the Panama Canal, and that some of these projects were awarded without competitive bidding and in violation of business laws.


Witnesses also noted that Panama Canal transit fees have reached "exploitative" levels, disproportionately affecting Americans. Ted Cruz said that canal profits regularly exceed $3 billion, money that comes from both American taxpayers and consumers through higher product prices.


Eugene Kontorovich, senior research fellow and legal scholar at the Heritage Foundation, raised concerns about violations of the 1977 Neutrality Treaty between the United States and Panama. Kontorovich noted that China's investments in Panamanian infrastructure could jeopardize the canal's neutrality. 


Amid these developments, Donald Trump stated during his presidential inauguration that the Panama Canal is operated by China and that the U.S. will reclaim it. Trump said the U.S. gave the canal to Panama, not China, and would now take it back.


Panama's President José Raúl Mulino rejected Trump's claims, emphasizing that the canal belongs to Panama and always will. Mulino stated that no country interferes in the canal's management and that the canal's administration is entirely under Panama's control. ​


In response to Trump's statements, the Panamanian government launched an audit of Hutchison Ports, the Hong Kong-based company that operates the terminals at both ends of the canal. The audit aims to ensure the efficient and transparent use of public resources.


The Panama Canal remains a critical waterway, handling approximately 6% of global maritime commerce and 40% of U.S. maritime container traffic. Discussions over the canal's control and operation carry significant implications for global trade and geopolitical balance.​
