Daily $1 Billion in Exports: China Preserves Negotiating Power Despite US Tariffs

As the trade war launched by US President Donald Trump enters its sixth month, China's export resilience clearly demonstrates Beijing's critical role in global supply chains.

Despite US tariffs reaching 55 percent, China continues to export approximately $1 billion worth of goods to the United States daily.

This data shows that Beijing maintains its bargaining power against Washington's aggressive trade policies.

Export Flows Continue Despite Tariffs

In the third quarter of 2025, over $100 billion in products were shipped from China to the United States.
This volume helps Beijing sustain economic growth in line with its annual targets, while raising its trade surplus with the United States to $67 billion.

According to a Bloomberg report, although China's total foreign trade has seen double-digit declines over the past six months, some product categories have grown compared to 2024.

In particular, exports of e-cigarettes, electric bicycles, refined copper cathode, and electrical cables have risen in value.

  • E-bicycle exports: In the third quarter, surpassed $500 million, outpacing the same period last year.

  • Refined copper cathode exports: Increased from zero to $270 million.

  • Electrical cables: Reached $405 million with an 87 percent increase in value.

Conversely, sectors such as LCD televisions and gaming consoles experienced sharp declines in exports.

Nintendo and Microsoft have been shifting their production to countries like Vietnam to avoid higher tariffs.

China's Dominance in Strategic Products Continues

Despite US tariff pressure, China remains an indispensable supplier in strategic sectors including rare earths, electronic components, pharmaceutical raw materials, and battery chemicals.
Bloomberg economists Chang Shu and David Qu explain the situation as follows:

"China's strong position in global supply chains provides significant short-term bargaining power against US importers. Repositioning production will take time."

This dependency grants Beijing a significant diplomatic advantage ahead of negotiations on extending the 90-day tariff ceasefire set to expire in November.

The Xi Jinping administration, by maintaining export flows to the United States, keeps economic growth on track and strengthens its negotiating position against Washington.

Cracks in the US Tariff Wall

ANZ Bank China strategist Zhaopeng Xing points out that there are numerous loopholes in the US tariff implementation.

Some American importers route goods through third countries (such as Mexico or Vietnam) and declare lower customs values through trans-shipment.

This allows them to avoid paying the full tariff rate when goods reach the United States, according to reports.

Xing notes that "US Customs lacks sufficient personnel to detect such methods," highlighting the system's weaknesses.

This emerges as a factor that limits the effectiveness of tariffs implemented by the Trump administration.

E-commerce and Micro-Export Growth

Despite tariff pressures, Chinese e-commerce giants Shein and Temu from PDD Holdings continue selling billions of dollars worth of small packages to US consumers through their platforms.

Despite the elimination of the "de minimis" rule in May 2025, the total value of these products subject to 54 percent tariffs reached $5.4 billion.

Additionally, business-to-business (B2B) e-commerce exports soared from $31 million in August to $201 million in September.

This indicates that Chinese suppliers are now transitioning to a model of warehousing and redistribution within the United States rather than sending products directly to US consumers.

Power Balance Before Trump–Xi Talks

US President Donald Trump expressed optimism that a "good deal" would emerge from talks with Xi expected to take place at a summit in South Korea next week.

However, he also noted that the talks could still be cancelled.

Trump listed rare earths, fentanyl, and soybeans as priority agenda items for the negotiations.

Nonetheless, based on the current situation, China's strategic production advantage in these areas grants Beijing significant bargaining power at the negotiating table.

Conclusion: Balance of Trade War Resilience Favors China

Despite high US tariffs, China maintains its commercial resilience in the short term.

Since global supply chain reconfiguration takes time, China's production network and cost advantages grant Beijing economic and diplomatic power.

However, in the long term, the Trump administration's onshoring policy and US efforts to support domestic manufacturing could gradually reduce bilateral trade volume.

Nevertheless, today's figures clearly demonstrate that China's role in the global manufacturing hub remains unchanged.

Key Points:
  • China exports approximately $1 billion worth of goods to the United States daily.

  • Although US tariffs have reached 55 percent, export volume resumed growth in September.

  • Over $100 billion in Chinese goods reached the United States in the third quarter, with a trade surplus of $67 billion.

  • Notable growth was seen in e-cigarettes, e-bicycles, refined copper cathode, and electrical cables exports.

  • US customs loopholes and trans-shipment routes reduce the impact of tariffs.

  • Chinese e-commerce platforms achieved $5.4 billion in micro-exports despite tariffs.

  • Beijing holds a strong negotiating position ahead of November talks on extending the tariff ceasefire.

  • While global supply chain restructuring continues long term, China's production and supply power will not change in the short term.
