Bangladesh Formally Approves 550 Million Dollar Laldia Terminal Concession Agreement

Bangladesh has signed a 550 million dollar PPP agreement with APM Terminals and QNS Container Services for the Laldia Container Terminal in Chattogram, opening the way for a low-emission deep-water terminal that will increase the country's annual capacity by 800,000 TEU, accommodate vessels up to 6,000 TEU, and become operational by 2030.

The Bangladesh government has formally approved the Laldia Container Terminal project, which is of critical importance for Chattogram, the country's largest port. The project, valued at over 550 million dollars, stands out as one of Bangladesh's largest Public-Private Partnership (PPP) investments to date.


The agreement was signed between Chittagong Port Authority, APM Terminals (APMT), and local partner QNS Container Services Ltd. The 30-year operating concession granted to APMT is renewable subject to performance criteria. The financing, design, construction, and operation of the terminal will be undertaken entirely by investors; this model represents a first for Bangladesh port infrastructure.


A strategic project under the Denmark-Bangladesh "Sustainable Green Framework"

The Laldia Terminal is part of the Sustainable Green Framework Engagement program being carried out between Denmark and Bangladesh. The program aims to promote green investment projects that will contribute to Bangladesh's long-term economic growth.


Danish representatives emphasized that an investment of this scale is an indicator of international commercial confidence in Bangladesh.


Terminal to become operational in 2030, increasing capacity by 800,000 TEU

According to Chittagong Port Authority, the Laldia Terminal will:

  • Increase the country's container handling capacity by over 800,000 TEU annually,

  • Be capable of accommodating vessels up to 6,000 TEU due to coastal depth (current limit: 2,800 TEU),

  • Thus both reducing congestion and lowering logistics costs.

Bangladesh derives a large portion of its exports from ready-made garments, textiles, and light manufacturing sectors. The terminal will directly increase the speed and reliability with which these sectors connect to global markets.

Local authorities characterize the project as a strategic initiative under the banners of:

  • transparency,

  • capacity expansion,

  • competitive port performance.


Green port features: One of South Asia's lowest-emission facilities

The new Laldia Terminal will be among the first examples of an energy-efficient, low-emission modern terminal in South Asia. Planned sustainability practices include:

  • Electric terminal equipment,

  • Large-scale solar energy installations,

  • Shore-power-ready infrastructure,

  • Hybrid RTG cranes (the first four units delivered by GENMA),

  • Designs that provide low noise and air pollution.

These practices both reduce GHG emissions and create a healthier environment for communities living around the terminal.


A strong lever for employment and the local economy

The project will:

  • Create more than 1,000 jobs during construction,

  • Create more than 500 jobs during operations.

Additionally, hundreds of additional jobs are expected to be created throughout the supply chain. Training and apprenticeship programs are planned for the local workforce as part of the terminal; this will also strengthen Bangladesh's skill base in port operations and logistics.
