The National Transportation Safety Board (NTSB) has released its preliminary report on the disaster that occurred on March 26, 2024, when the Singapore-flagged cargo vessel Dali struck the Francis Scott Key Bridge in Baltimore.

According to the report, a power outage on the Dali resulted in the ship striking the bridge and caused part of the bridge to collapse. The incident led to the closure of the Port of Baltimore to shipping traffic, although rescue teams subsequently established temporary channels, restoring limited navigation.

The disaster claimed the lives of six of the seven road maintenance crew members on the bridge, left one seriously injured, and one inspector escaped unharmed. One crew member aboard the Dali sustained minor injuries.

The United States Coast Guard classified the incident as a major maritime casualty, with the NTSB conducting the safety investigation. The report provides a chronological account of events leading up to the collision.

The report also notes that the Dali experienced two power outages in port the day before the disaster, and investigators are examining the potential effects on the vessel's electrical configuration. Fuel samples collected after the incident met international standards, indicating that fuel quality was not a factor in the accident.

To address the damage to the bridge, salvage teams will make cuts in the bridge cage resting on the vessel's bow, allowing the ship to be refloated.

Officials expect the federal channel to open next month. The FBI launched a criminal investigation into the bridge collapse in April.
