Trump Prepares to Impose 10% Additional Tariff on Canadian Imports

US President Donald Trump announced plans to impose an additional 10% tariff on imports from Canada following a suspension of trade negotiations with the country. Tensions escalated after Ontario's government launched an anti-tariff advertising campaign using excerpts from a 1987 speech by Ronald Reagan.

US President Donald Trump announced that an additional 10% tariff will be applied to imports from Canada. The announcement was made on Trump's TruthSocial account on Saturday, October 25, 2025. However, the announcement did not specify when the new tariff increase would take effect or which products would be covered.

Currently, goods imported from Canada are subject to a 35% tariff rate since August 1, 2025. This rate applies to products outside the scope of the United States–Mexico–Canada Agreement (USMCA). Additionally, special tariff arrangements exist in sectors such as automotive, lumber, and steel. The decision to increase tariffs is being viewed as an indicator that tensions between the two countries are escalating again.

The spark for the tensions was lit by an anti-tariff advertising campaign launched by Ontario's government in the US. The advertisement used excerpts from a radio address delivered by then-US President Ronald Reagan in 1987. In that speech, Reagan explained temporary tariffs he had imposed on Japan at the time while also emphasizing that tariffs could harm free trade.

Following the advertisement's release in the US, the Ronald Reagan Presidential Foundation and Institute issued a statement on X (formerly Twitter) objecting to the unauthorized use of the speech. Trump subsequently shared this statement on his TruthSocial account, alleging that the advertisement was released to interfere with an upcoming Supreme Court decision on trade tariffs. In his post, he stated, "ALL TRADE NEGOTIATIONS WITH CANADA HAVE BEEN TERMINATED HERE".

Following this announcement, Canada took a measured approach. Canadian Prime Minister Mark Carney said during a press conference on Friday, "We have made significant progress in trade negotiations. When Americans are ready to talk again, we are ready to continue that progress." Carney's remarks were featured in videos published by CNN and the Associated Press.

On the same day, Ontario Premier Doug Ford announced that he had met with Carney and would suspend the advertising campaign starting Monday. However, Ford noted that advertisements would continue to air during the World Series games being held in Toronto.

These developments are being viewed as part of the Trump administration's effort to reshape trade relations with Canada. The US is intensifying trade pressure on Canada, particularly in sectors such as lumber, automotive, and agriculture. However, according to experts, such sudden tariff increases could adversely affect supply chains and could destabilize the USMCA.

In his previous term, Trump similarly used tariff threats against European and Asian countries as a negotiating tool. For this reason, analysts suggest that the 10% increase targeting Canada is intended to create negotiating pressure and may not necessarily mean a permanent trade war.

For now, Canada is maintaining its diplomatic tone and keeping the door open for negotiations. However, it is assessed that the advertising campaign and mutual statements will leave the relationship between the two countries in uncertainty in the short term.

Key Points:
  • Trump plans to implement a 10% additional tariff on Canadian imports.

  • Current tariffs are at 35% level and cover products outside the USMCA.

  • Tensions escalated following Ontario's anti-tariff advertisement featuring Ronald Reagan speeches.

  • The Reagan Foundation stated the advertisement was used without permission.

  • Trump stated, "All trade negotiations with Canada have been terminated".

  • Ontario announced it would halt the advertising campaign but would continue it during World Series games.

  • According to experts, this decision serves as a negotiating tactic and poses risks to supply chains.
