Damen Shipyards takes over Dakar shipyard under 20-year PPP; no direct state payment, partnered with Senegal's SIRN
Damen Shipyards Group has started operating DAMEN Shiprepair Dakar through a joint venture with Senegal's government, giving the Dutch group a permanent West African repair base under a 20-year public-private partnership (PPP), according to a PortNews report dated May 6, 2026. The yard has begun taking on its first clients and will provide ship repair and maintenance services from Dakar.
The Senegalese side is represented by Société des Infrastructures de Réparation Navale (SIRN). The PPP covers the takeover, rehabilitation, financing, operation and maintenance of the Dakar shipyards. A SIRN notice dated May 4 said the contract was signed with Damen Holding BV on April 2, 2026. Five candidates were prequalified, with final bids submitted by Damen Holding BV and Jobson Italia SRL.
The contract is structured as a user-paid PPP with no direct remuneration to Damen from the Senegalese state. Damen said the yard will support existing and new clients in the region, including companies serving West Africa's offshore energy industry, and the group also has a longer-term ambition to restore newbuilding activity at the site.
The Dakar facility includes a 191-metre by 25-metre drydock, a 235-metre by 38-metre floating dock and about 500 metres of quay with a draught of 9 metres. It employs more than 300 personnel alongside subcontractors. Damen Shipyards Group is a privately held Dutch shipbuilding and shiprepair group headquartered in the Netherlands, operating a global yard network covering vessel construction, repair, maintenance and lifecycle support.
