The International Maritime Organization (IMO) is working on an evacuation plan for hundreds of ships stranded in the Persian Gulf since U.S. and Israeli strikes on Iran began more than seven weeks ago. This information is based on a statement by Secretary-General Arsenio Dominguez. The plan can only be implemented once there are clear signs of de-escalation. Dominguez spoke on the sidelines of Singapore Maritime Week on April 21. The United Nations agency must also determine whether mines have been laid before sending ships through the strait. From a supply chain perspective, the critical role of SOLAS (Safety of Life at Sea) and STCW frameworks in evacuation operations requires high-complexity coordination between flag state and port state authorities.


Dominguez stated: "In order for us to do anything at all, we need to make sure that the conflict has come to an end, that there's no threats of any ships being attacked and that the region is clear from any hazards, including mines." Approximately 800 ships remain stranded in the Persian Gulf after traffic through the Strait of Hormuz dropped to a trickle following the outbreak of fighting. Tehran's threats and attacks on vessels have made most shipowners too anxious to attempt transit. However, the Islamic Republic has allowed some ships following approved routes to depart and in some cases demands payment. From a supply chain perspective, the accumulated capacity of 800 ships has created a striking bottleneck in the tonnage distribution of VLCC, Suezmax, and Aframax tankers. Insurance valuations based on scrap value and laytime/demurrage calculations impose serious financial burdens on the parties involved.


The U.S.'s own blockade of the strait designed to cut off revenue to Iran for war makes the situation even more dangerous. Details of the evacuation plan under discussion include a departure sequence for ships based on how long crews have been stranded. Dominguez indicates that any transit will follow the long-established route: the Traffic Separation Scheme — a corridor proposed by Iran and Oman and adopted by the IMO in 1968. From a supply chain perspective, the TSS (Traffic Separation Scheme) is regulated under COLREG (Collision Regulations) Rule 10 and operates with separate inbound/outbound corridors. Mine-clearing operations require coordination of MCMV (Mine Counter Measure Vessel) ships; the U.S. Navy, Royal Navy, Marine Nationale, and the Combined Maritime Forces (CMF) based in Bahrain can play active roles in this task.


Dominguez also emphasizes that the evacuation is being carried out for humanitarian purposes: "This is about the seafarers. This is about the people. Because if we actually start looking into the cargo, the values, the commodities, et cetera, then this is not going to work. The decision of the council was very clear. It's a humanitarian corridor to evacuate the seafarers from the region." From a supply chain perspective, this humanitarian corridor-first approach requires that cargo and commodity flows be deliberately placed in a secondary position. This situation leads to prolonged application of force majeure and off-hire clauses in charter party contracts. Ultimately, the IMO's plan is recorded as official documentation of Iran conflict escalating into a global maritime crisis and clearly demonstrates that crew safety takes precedence over commercial concerns.
