U.S. Secretary of Transportation Sean Duffy has issued a warning that flight delays at airports will likely worsen as the government shutdown continues. According to CNN, between October 24 and 26, more than 50 air traffic control (ATC) personnel shortages have been reported at U.S. airports — with more than 3,000 flight delays recorded on October 26 alone. Speaking to Fox News, Duffy described how many controllers are "wearing thin" and leaving their posts — given their status as essential federal personnel. Similarly, TSA (Transportation Security Administration), CBP (Customs and Border Protection), and USCG (United States Coast Guard) personnel are required to work as "essential" staff. The Trump 2.0 administration has imposed flight caps at 40 major airports — affecting key hubs including JFK, LAX, ORD, ATL, DFW, DEN, SFO, SEA, MCO, LAS, PHX, IAH, MIA, BOS, EWR, LGA, DCA, IAD, BWI, MSP, DTW, PHL, CLT, SLC, SAN, TPA, FLL, STL, MDW, HNL, PDX, RDU, BNA, AUS, SAT, PIT, CVG, CMH, IND, and MCI.


From a supply chain perspective, the U.S. airline sector comprises major passenger carriers including American Airlines, Delta Air Lines, United Airlines, Southwest Airlines, JetBlue, Alaska Airlines (merged with Hawaiian Airlines in 2024), Spirit Airlines (Chapter 11 in 2024), Frontier Airlines, Allegiant Air, Sun Country, Avelo Airlines, and Breeze Airways. Major cargo carriers include FedEx Express, UPS Airlines, DHL, Atlas Air, Polar Air Cargo, Kalitta Air, and Western Global. The impact of the shutdown extends beyond passenger aviation to air cargo, belly cargo, express delivery, and e-commerce fulfillment. Boeing 737 MAX certification approvals, new route authorizations, pilot licensing, and other FAA non-essential functions have slowed due to the cessation of non-essential FAA operations. Key modernization programs include Air Traffic Control Reform, the FAA Reauthorization Act 2024, NextGen ATC, ADS-B (Automatic Dependent Surveillance-Broadcast), SWIM (System Wide Information Management), and DataComm.


From a supply chain perspective, global air traffic control systems include NATS (UK), Eurocontrol (EU), DFS (Germany), DSNA (France), ENAV (Italy), Skyguide (Switzerland), ENAIRE (Spain), NAV CANADA, Airservices Australia, JCAB (Japan), CAAC (China), Airports Authority of India, and DGCA as principal civil aviation authorities. NATCA (National Air Traffic Controllers Association) represents U.S. ATC workers. The Reagan firing of 1981 — when 11,000 air traffic controllers were terminated following the PATCO strike — remains a profound memory in the industry. A continuing resolution (CR) is the legal mechanism by which Congress finances the government for a short period when a full budget has not passed. Key federal budget terminology includes debt ceiling, appropriations bill, and budget reconciliation. Major legislative procedures include the Senate filibuster, cloture (requiring 60 votes), and budget reconciliation (requiring 51 votes).
