According to information disclosed by Transport and Infrastructure Minister Abdulkadir Uraloğlu, detailed procedures and principles have been established for the site selection, planning, construction, and operation of logistics centers.


Establishment permits for logistics centers will be issued by the Logistics Coordination Board and these centers will be announced by the Transport and Infrastructure Ministry.


Together with existing and ongoing projects, Turkey aims to strengthen its logistics infrastructure and increase its exports.


Established Criteria

  1. Distance Criterion: A logistics center to be established must be located at least 50 kilometers by road from the nearest logistics center.

  2. Planning and Coordination: The Logistics Coordination Executive Board will carry out work for planning and construction of logistics centers.

  3. TCDD Role: TCDD (Turkish State Railways), will facilitate private sector participation in logistics centers and will be authorized to establish partnerships.

  4. Project and Specification Compliance: Projects and specifications relating to logistics centers will be prepared in accordance with applicable regulations and necessary permits will be obtained.

  5. Operation Responsibility: The logistics center founder will be able to operate, lease, or transfer the center and will be obligated to comply with the requirements of the necessary license and operating permission documents as well as protocols established during the operation period.

  6. Site Area: Logistics centers will be established on a minimum area of 500,000 square meters, excluding expansion areas.

  7. Location Criteria: Centers must not be located on roads or railway lines with heavy traffic and must not be located in areas designated as protected sites, residential areas, or agricultural land in urban plans.

  8. Transport Connection: In addition to road access, the center must have a connection opportunity to at least one other mode of transport within a maximum distance of 30 kilometers.

  9. Operating Hours: Logistics centers will be operated on a 24/7 operating principle.

  10. Security and Operation Obligations: Operators will assume responsibilities including establishing and protecting infrastructure facilities, ensuring security, and controlled monitoring of entries and exits.
