Ukrainian Railways Acquires 55 New Locomotives from Alstom
Ukrainian Railways (Ukrzaliznytsia – UZ) is taking one of the most critical long-awaited steps in modernizing the country's railway system by purchasing 55 dual-voltage electric locomotives from French manufacturer Alstom. The agreement is viewed as a strategic investment to make Ukraine's aging rail infrastructure more resilient and efficient both under wartime conditions and in meeting EU integration targets.
The purchase became possible through financing support provided by the World Bank and the European Bank for Reconstruction and Development (EBRD). Both international financial institutions view Ukraine's transport infrastructure, particularly its railways, as a cornerstone of the country's economic and logistical resilience.
An aging fleet is no longer sustainable
UZ's current locomotive fleet has an average age of 46 years. This signals equipment that is unprecedentedly old and worn compared to European standards.
Heavy loads, high line density, and increased operational demands under wartime conditions have rendered this aging fleet inadequate. Most existing locomotives:
date from the Soviet era,
have low energy efficiency,
require frequent maintenance,
face spare parts supply challenges.
The new locomotives supplied by Alstom will significantly enhance UZ's operational reliability and cross-border transport capability.
Dual-voltage technology connects Ukraine to European rail lines
Alstom's locomotives can operate on both 25 kV AC and 3 kV DC lines. This feature provides a major advantage in connections with neighboring countries — particularly Poland, Slovakia, and Romania.
Thanks to this technology:
the need to change locomotives at border crossings will be reduced,
transit times will be shortened,
integrated European logistics corridors can be operated more efficiently.
This represents important infrastructure preparation for Ukraine's future TEN-T integration.
Critical modernization under wartime conditions
Since 2022, Ukrainian railways have become the country's most reliable and highest-capacity logistics backbone. The majority of weapons, humanitarian aid, grain, fuel, and heavy industrial products are transported by rail.
The new locomotives therefore represent not merely a modernization step, but also:
security in military and humanitarian logistics,
sustainability of export corridors,
acceleration of economic recovery,
full technical compliance with the EU
carry strategic importance.
Alstom's growing partnership with Ukraine
Alstom is preparing to establish a deeper long-term partnership with UZ in the areas of maintenance, training, spare parts, and software management. The company's Europe-wide experience with high-capacity freight locomotives is viewed as critical for meeting Ukraine's increasing freight volumes.
