Russia Approves Roadmap for Driverless Road Transport

The Russian Federation Government, at a meeting chaired by Deputy Prime Minister Vitaly Savelyev, approved a new road map for the deployment of fully autonomous (Level 5) driverless trucks on public roads.


The meeting was announced by the Russian Government Press Office.


The plan aims to expand the limited number of autonomous vehicle programs currently operating in the country to establish a nationwide driverless transport network.


90 Level 3 Trucks in Active Use

Russia currently has 90 trucks equipped with Level 3 autonomous driving technology in operation.


The new plan envisions expanding the routes where these pilot vehicles operate and opening new routes dedicated to driverless transport.


Additionally, the deployment of a digital infrastructure system called "digital road twins" is planned.


This system will create a virtual digital copy of roads to support traffic management, sensor data integration, and security monitoring processes.


Legal Regulations for Level 5 Autonomous Vehicles Coming

Under the plan, the Russian Federation Ministry of Transport has been tasked with preparing a draft law concerning vehicles with high automation levels.


The draft is expected to be submitted to the government in the first quarter of 2026.


This regulation will define the legal status of fully autonomous (Level 5) vehicles and traffic safety standards.


The goal is to enable the safe deployment of driverless vehicles in commercial transport.


Strategic Goal: Autonomous Logistics Infrastructure

Russia's initiative is part of its goal to digitalize the logistics sector and reduce dependence on the human factor.
The government's long-term plans include:

  • Creation of driverless transport corridors,

  • Development of intelligent transportation systems,

  • Strengthening of data sharing and cybersecurity standards.

In a statement following the meeting, Vitaly Savelyev noted that the project will provide Russia with technological independence and efficiency in its transport system.
