Poland's LPG Origin Requirements Leave Hundreds of Wagons Stranded at Belarus Border
Poland's increased demands for origin certificates on liquefied petroleum gas (LPG) imports have caused hundreds of tanker wagons to be held up at the Belarus border. LPG shipments from Kazakhstan, in particular, have been halted as Polish customs authorities request additional documentation to verify the product's true origin. The situation has created a wagon shortage for Kazakh producers exporting LPG to Europe.
At least one hundred wagons belonging to Tengizchevroil, Kazakhstan's largest oil producer, have been detained at railway stations in Belarus's Brest and Baranavichy regions. Polish authorities are demanding additional documents to confirm that shipments genuinely originate from Kazakhstan. This situation stems from concerns among European Union (EU) customs authorities that Russian LPG could be re-exported under the guise of Kazakh LPG. Kazakhstan's Embassy in Brussels is engaged in talks with David O'Sullivan, the EU's special representative responsible for sanctions enforcement, but no agreement has yet been reached.
The EU introduced restrictions on Russian gas imports in late 2023, with this ban taking effect on December 20, 2024. These measures aim to reduce revenues from Russia's energy exports. Kazakhstan faces accusations of assisting Russia in circumventing EU sanctions, a perception that has led to strict controls being applied to Kazakh LPG entering the EU.
Poland's closure of its eastern border with Belarus to trucks from both that country and Russia has created additional difficulties at border crossings. This decision was taken as retaliation for the Belarus Supreme Court's February 2023 sentencing of Polish-Belarusian activist Andrzej Poczobut to eight years imprisonment on hate crime charges. Poland closed the Bobrowniki border crossing, and the Minsk administration responded by complicating border transit for Polish trucks.
Approximately 300,000 Polish minorities reside in Belarus, a factor that further complicates relations between the two countries. Polish Prime Minister Mateusz Morawiecki has also condemned the ten-year prison sentence imposed in March 2023 on Belarusian activist and Nobel laureate Ales Bialiatski.
Poland's border closure decisions have been characterized by Minsk as irrational and dangerous. The Belarusian administration accuses Warsaw of causing prolonged delays and failing to implement bilateral agreements. Poland, for its part, accuses Belarus of artificially creating a migration crisis by attempting to allow people from the Middle East and Africa to cross its border.
Polish Interior Minister Mariusz Kaminski has characterized the migrant crisis at the Belarus border as a "politically driven attack utilizing illegal migrants flooding into Europe," claiming that new migration routes controlled by Russia and Belarus have been established.
These developments have heightened tensions at the Poland-Belarus border while adversely affecting trade and logistics activities in the region. In particular, delays in LPG shipments from Kazakhstan could disrupt energy supply chains in Europe. Additionally, Poland's border closures may prompt other countries in the region to adopt similar measures, further complicating trade corridors in Eastern Europe.
