South Korean Mid-Sized Shipyards Enter US Navy MRO Market Under MASGA Program
The Korea Times reports that South Korea's mid-sized shipyards are accelerating preparations to enter the US Navy MRO (maintenance, repair and overhaul) market under the United States' Make American Shipbuilding Great Again (MASGA) program. This initiative combines financing mechanisms aimed at expanding US shipbuilding capacity with South Korean firms' technical expertise, creating a new defense-industry cooperation model between the two countries.
Previously, HD Hyundai Heavy Industries, Hanwha Ocean, and Samsung Heavy Industries had submitted applications to the US Department of Commerce for projects under MASGA. This time, mid-sized players HJ Shipbuilding & Construction (HJSC), SK Oceanplant, and K Shipbuilding are focusing on the Master Ship Repair Agreement (MSRA) process, which is critical for working with the US Navy.
The Korean government is planning a total of $350 billion in US investment, which includes a $150 billion shipbuilding fund capped at $20 billion annually. This fund provides loans, guarantees, and capital support to US shipyards while aiming to include South Korean companies in project execution processes. MASGA thus seeks to expand US Navy maintenance and repair capacity and increase South Korean firms' share in the global MRO network.
HJSC aims to sign an MSRA by the end of 2025 and has hosted numerous US delegations during this process. The firm highlights visits from senior officials such as Rear Adm. Neil Koprowski and Deputy Assistant Secretary Alex Krutz. An HJSC official stated, "US government officials have visited our shipyard one after another to review our technological capabilities," indicating the intensity of technical reviews by the US side. Beyond assessments conducted by the Naval Sea Systems Command, the company has also established a regional MRO consultative body.
SK Oceanplant established a dedicated MSRA task force to accelerate the MSRA process. The company submitted required documentation in mid-August and underwent review by the US Navy in September. Company management expects the agreement to be signed before year-end. The firm also signed a memorandum of understanding with Doosan Enerbility and STX Engine for MRO cooperation. CEO Lee Seung-chul stated that the company's ship repair and naval shipbuilding experience will provide a significant advantage in MASGA-related projects.
K Shipbuilding targets MSRA completion by the end of 2026 and is conducting extensive infrastructure renewal work at its shipyard within this framework. According to media reports, the government is evaluating the possibility of the shipyard being acquired using state-linked funds. Meanwhile, Taekwang Group and US-based private equity firm TPG are collaborating to submit a joint bid to acquire the shipyard. According to industry sources, K Shipbuilding's proximity to Fleet Activities Chinhae base positions the shipyard as a strategic player for US Navy MRO operations. Capacity to maintain up to 32 US Navy vessels annually is envisioned; however, actual volume will depend on US approval processes and procurement mechanisms.
South Korean shipyards' MASGA initiatives are regarded as a strategic step to strengthen both US Navy maintenance capacity and expand South Korean firms' positions in the global defense supply chain.
