Congressman Van Drew and Trump Team Up to Block Biden's Offshore Wind Targets

Republican Congressman Jeff Van Drew is working with President-elect Donald Trump to draft an executive order aimed at halting offshore wind turbine operations along the East Coast.

Van Drew has criticized the approval process for these projects, characterizing them as "an economic and environmental disaster."

This initiative comes at a critical moment not only for New Jersey's ambitious offshore wind energy plans, but also for the nation's emerging offshore wind sector.

The state aims to generate 11 gigawatts of offshore wind electricity by 2040, representing 30 percent of East Coast wind energy production.

In October 2024, the Bureau of Ocean Energy Management (BOEM) approved the Atlantic Shores South project, which will be located off New Jersey's coast.

The project comprises two facilities that will generate 2,800 megawatts of power, enough to supply approximately one million homes.

Van Drew has consistently opposed offshore wind energy development and has voiced growing concerns about the projects' impacts.

Previously, he has highlighted specific incidents, including a turbine malfunction in Nantucket, and warned of potential environmental risks, noise violations, and rising costs to taxpayers.

In 2023, he introduced legislation proposing a complete moratorium on all current and future offshore wind projects.

An executive order draft obtained by Heatmap News calls for "suspending offshore wind development."

Beyond halting new permits, the draft would impose a moratorium on all offshore wind projects currently under construction.

The proposed executive order directly conflicts with the Biden-Harris administration's goal of installing 30 gigawatts of offshore wind capacity by 2030.

President-elect Trump has been an outspoken opponent of offshore wind energy development and pledged to sign an executive order targeting the sector on his first day in office.

Previously, he has repeatedly criticized offshore wind projects as fatal to birds and whales.

To date, the Biden administration has approved 11 commercial-scale offshore wind projects, which collectively generate 19 gigawatts (GW) of clean energy—enough to supply over 6 million homes.

BOEM has held six offshore wind lease auctions since 2022, including a record-breaking sale off New York and the first-ever sales off the coasts of the Pacific Ocean, the Gulf of Mexico, and the Gulf of Maine.

The Atlantic Shores project, a joint venture between Shell New Energies US and EDF Renewables, along with many other projects in the development stage, faces an uncertain future as the incoming administration prepares to adopt an entirely different approach to offshore wind energy development.
