Turkey's Public Procurement System Goes Digital: Certificate Era Begins

Two foundational frameworks that have governed public procurement in Turkey for decades — the 1983 State Procurement Law and the 2002 Public Procurement Law — are undergoing comprehensive reform in light of the current stage of digitalization and international best practices. Economic policymakers aim to restructure the public procurement mechanism as of 2025 around principles of transparency, sustainability, certification, and data-driven governance.


The new regulation consolidates all procurement and sales processes conducted in the public sector into a single centralized digital platform. This system will expand beyond ministries to include state-owned enterprises, public companies, municipalities, and all local government bodies. The objective is to register all tenders, increase traceability, and build greater supervisory capacity over the use of public resources.


Digital procurement ecosystem is coming

With the new system, all public procurement processes — including contracting, document management, application, evaluation, and delivery — will be digitized end-to-end. This platform will accelerate public institutions' workflows while enabling performance measurement through artificial intelligence and big data analytics.


At the same time, this digital structure will establish a framework aligned with European Union public procurement standards. Particularly in transport, energy, water, electronics, and telecommunications sectors, legislation will transition toward full compatibility with EU norms. This will give Turkey's public procurement system a digital infrastructure parallel to Europe's best practices.


Competency-based certificate system

The cornerstone of the new reform is a public procurement participation certificate. Under this system, companies will be evaluated according to their capacity to work with the government based on their competencies, and the types of work they can undertake will be formally defined.

The objectives of this certificate model are:

  • Preventing inexperienced or unqualified companies from securing critical public works,

  • Providing institutions the opportunity to work only with companies that have documented capacity,

  • Strengthening project quality control and inspection processes upon project completion.

This certificate will encompass not only technical competence but also the company's financial strength, past work performance, quality management processes, and sustainability approach.


R&D and innovation-based procurement methods

In the new era, public procurement will employ innovative procurement methods. For R&D or technology development-focused projects, a more flexible process based on company consultations will be defined instead of conventional tendering. This model will present a structure similar to project-based procurement processes in the defense industry.


Digital notification requirement for municipalities

Turkey's 1,339 municipalities will be required to report all procurement and purchasing transactions to the digital data center. Thus, all tenders conducted by local governments will be subject to supervision by the Treasury and Finance Ministry. This step is seen as a critical change in strengthening financial transparency in local governments.
