CMA CGM Resumes Limited Commercial Operations in Russia

CMA CGM's resumption of food and consumer goods transportation to Russia in compliance with sanctions regulations and a comprehensive overview of the operational, legal and sectoral implications of this process.

The world's third-largest container shipping company, CMA CGM Group, has confirmed that it has resumed commercial operations in Russia on a limited scale. The company emphasized that shipments are conducted solely for food and essential consumer products and that all processes are carried out in complete compliance with current sanctions regimes. This move represents a noteworthy return in the post-2022 period, when shipping services to Russia have been largely suspended across the global transport sector.


According to the company's statement, CNC, a regional operator fully owned by CMA CGM, restarted certain commercial activities in October to meet the needs of specific customers. Within the scope of these activities, citrus fruits, coffee, and other daily consumer goods not subject to embargo are being transported to the Russian market. CNC's Northern Europe routes historically provided access to Russia through Saint Petersburg; accordingly, the restarted operations are primarily aimed at this market.


CMA CGM stated that it does not operate direct sailings to Russia with its own fleet, but instead purchases container space on vessels of other carriers. This approach allows the company to maintain sanctions compliance while providing its customers with minimal commercial access. The routes used in this process operate through the commercial operations of different shipowners.


Compared to other carriers in the sector, CMA CGM's approach is assessed as cautious and limited. For instance, industry leader MSC has not completely shut down its routes to Russia since 2022. The company accepts only cargo in the AMH (agricultural, medical, humanitarian) category in accordance with sanctions lists and continues to make regular port calls at Russian ports. According to MSC's official statement, these operations are being conducted in a manner that is "fully compliant with sanctions".


CMA CGM's decision to resume operations was revealed by Le Marin, the maritime publication of French media group Ouest-France. According to the report, CNC has begun reorganizing its routes to Finland and redirecting cargo flows to Russia.


CMA CGM Group currently operates a fleet of more than 650 vessels, of which 370 are owned by the company. The fleet includes 33 vessels flying the French flag. The group also operates or manages 60 port terminals in 30 countries through joint ventures. The return to Russia by a company with such a comprehensive global presence resonates in both the logistics sector and discussions surrounding Europe's sanctions framework.


The restarted operations are currently very narrowly scoped, with only essential consumer products and food items consistent with humanitarian needs being transported. The company closely analyzes secondary sanctions risks to ensure that nothing in its portfolio falls into any "high-risk" category. Therefore, the volume of shipments, geographic scope, and product categories are kept under control.


According to experts, CMA CGM's move stems both from the obligation to respond to customer demand and from the reshaping of trade routes. However, the company is conducting its operations with maximum caution due to European Union sanctions and U.S. secondary sanctions policies.
