New Secure Release Process at German Ports

German ports are introducing a new standardised digital release process for imported containers known as "Secure Delivery Order." This process will gradually replace the previously used PIN code-based transactions.


Launched by DAKOSY and dbh, this innovation will be rolled out during a pilot phase in the second half of this year. It aims to make container collection operations at German ports more secure and to implement effective safeguards against organised crime activities.


From the moment a container arrives at the port to when it is collected by the transport company, authorization over the container will be digitalized such that it is always clear who has authority over it. At each step along the supply chain, the authorised party will digitally transfer "collection authority" to the next party. This identity-based "collection authority" will gradually replace the old anonymous PIN procedure.


The new process encompasses all participants in the supply chain, including carriers, terminals, shipping companies, and transport operators. Communication will no longer be direct but instead conducted in encrypted form via German Ports, a neutral, multi-stakeholder IT platform jointly operated by DAKOSY and dbh. The platform can be used at any time to verify who holds the current right of authority.
