US Removes Tariffs on Coffee and Agricultural Products from Brazil

The US has granted tariff exemptions for hundreds of agricultural and food products of Brazilian origin, including coffee, meat, tropical fruits, and spices. The decision is seen as a result of progress in trade negotiations between the two countries while easing mounting tariff pressure.

The US has announced it is removing tariffs on hundreds of agricultural and food products imported from Brazil. The decision took effect through a new executive order signed by President Donald Trump and was detailed in a notice published by the US Customs and Border Protection Agency (CBP).


The exemptions are designed to align with adjustments made to global reciprocal tariffs last week. In total, 238 product classifications and 11 agricultural/food categories received exemptions under this framework.


Exempted products include:

  • Coffee,

  • Beef,

  • Spices,

  • Tropical fruits and fruit juices.

The new regulation will be effective retroactively from November 13, and overpaid duties will be refunded by CBP through standard procedures.


A decision that eases the burden on Brazil's critical export products

These exemptions are relieving the significant tariff burden that Brazil's exports have faced in recent months. Coffee in particular is a critical product for Brazil both economically and in terms of global trade.

According to US Department of Agriculture data, Brazil:

  • Produces 37% of global coffee output.

When tariffs combined with declining yields due to climate change, they created additional costs and price pressure in the global coffee market.


Extra 40% tariff on Brazil is also being eased

In addition to global reciprocal tariffs, products imported from Brazil:

  • Faced an additional 40% levy from August 6.

The Trump administration had imposed this tax on the grounds that "US national security, foreign policy, and economic interests were under threat."

Key factors cited in this justification:

  • Judicial proceedings against Jair Bolsonaro,

  • Penalties imposed by Brazil's Supreme Court on US companies such as X (Twitter), Meta, and Google.

The new exemption decision was made due to "first progress" in trade negotiations between the two countries.


Positive signals in US-Brazil trade discussions

According to the executive order, Trump initiated negotiations on October 6 in a meeting with Brazilian President Lula da Silva.
After weeks of discussions, the US announced the exemptions in question, citing "signs of progress."

The Trump administration is also conducting a Section 301 investigation. This investigation:

  • Digital trade,

  • Anti-corruption and anti-bribery measures,

  • Ethanol market access
    is examining Brazilian policies on these matters.

Section 301 is a powerful trade instrument that allows the US to impose unilateral sanctions against unfair trade practices.


Impact on the US domestic market and consumers

The tariff exemptions are expected to ease consumer prices particularly for coffee and tropical fruits.
Tariffs introduced after August had pushed retail prices higher for many agricultural products in the US.
