The Turkish Parliament's (TBMM) Frost Investigation Commission recommended that climate adaptation plans become mandatory in agriculture. The draft report calls for redesigning agricultural policies against climate change impacts. Long-term adaptation plans, climate-data-driven crop pattern, sowing calendar and water management redesigns, and the spread of frost-resistant varieties in high-risk zones are among the core strategies.

The report notes frost affects not just production but the supply chain. Wider deployment of cold storage, expanded logistics and processing capacity and stronger agriculture-industry integration are framed as critical for food-supply security.

Agricultural insurance is one of the report's most striking headers. The commission flagged a transition to parcel-based insurance, regulatory updates around frost risk, alternative and flexible insurance packages, and an evaluation of mandatory agricultural insurance. New financial instruments such as Cat-Bonds were also recommended.

For producers to act correctly in the field, digital agriculture technologies need to scale. Sensors, remote monitoring and mobile applications strengthen risk management, while producer training and academic support push toward a science-based farming structure.

Key Takeaways:
1. The Turkish Parliament Frost Commission proposes mandatory climate adaptation plans.
2. For supply chain: cold storage, logistics and agri-industry integration are highlighted.
3. Insurance reform: parcel-based model, regulatory update, mandatory debate, Cat-Bonds.
4. Digital agriculture: sensors, remote monitoring and mobile apps for risk management.
5. Goal: a science-based, resilient farming infrastructure against frost risk.
