MSC and Renfe Sign Preliminary Agreement on Joint Rail Venture
Shipping giant MSC and Spain's national railway operator Renfe have taken a significant step toward establishing a joint venture. Previously, MSC had announced it would acquire a 50% stake in Renfe Mercancías, Renfe's freight subsidiary; however, the parties have agreed on a different business model.
Currently, a non-binding agreement exists between the two parties, which foresees the signing of a binding contract. Specifically, MSC subsidiary Medlog is planned to enter into cooperation with Renfe. Renfe had been seeking a new structure as its existing freight division Renfe Mercancías had accumulated losses of 360 million euros over the past decade. MSC and Renfe plan to establish a joint venture in which each will hold a 50% stake and transfer a large portion of existing freight operations to this new company. The operational management will be conducted by Medway, a subsidiary of Medlog. At the same time, Renfe guarantees that a significant portion of the existing freight workforce will be employed in this new joint venture established with MSC.
According to Spanish media, Renfe Mercancías will continue its presence with minimal equipment to secure strategic transportation; however, it will transfer its steel, intermodal, and multi-product services to the joint venture.
This development is viewed in the context of financial difficulties faced by publicly-owned railway freight companies in Europe and their search for private sector cooperation. For example, French Fret SNCF is being restructured to avoid sanctions from the European Commission on grounds of receiving unlawful state aid to offset continuous losses. Similarly, German national railway freight operator DB Cargo has been investigated by the European Commission since February 2022 for possible unlawful state aid. Meanwhile, in Switzerland, the state has reassumed full control of SBB Cargo. Renfe Mercancías, by contrast, is taking a different path by cooperating with a powerful private partner in the sector like MSC.
It is debated whether such public-private partnerships represent the right path for the future of the railway freight sector. Renfe appears to be aiming to improve its financial and operational performance through cooperation with MSC. This strategic move is expected to increase competition in Spain's railway freight sector and enhance service quality. Furthermore, through this partnership, Renfe is anticipated to compete more effectively with other railway operators in Europe and increase its market share.
